What happened on 5 September 2026
The State Customs Committee announced that the quantitative quota for duty free import of electric cars by individuals is exhausted. The wording from the announcement: "When planning further customs declaration, take into account the need to pay a customs duty of 15% of the value of the vehicle." The quota for legal entities had already run out on 24 July.
How the balance melted away, per the customs committee and Onliner:
| Date | Legal entities | Individuals |
|---|---|---|
| 26 June 2026 | 5,528 | 2,425 |
| 2 July 2026 | 5,001 | 2,279 |
| 14 July 2026 | 810 | 1,987 |
| 24 July 2026 | 0 | still running |
| 4 September 2026 | 0 | 98 |
| 5 September 2026 | 0 | 0 |
A total of 20,000 cars were allocated for 2026: 13,800 for trade and 6,200 for personal use. Individuals spent their share evenly and predictably, roughly 190-200 cars a week, while the dealers swept up the rest in three weeks of July.
What makes up the total
The 15% duty is charged on the customs value. The formula as the chat describes it: add the lot price and the auction commission, take 15% of that, then put VAT on top of the whole thing.
VAT is not charged on every car. The customs committee noted separately that exhaustion of the quota does not prevent an individual from applying the VAT exemption to an electric car no more than five years old from the build date. The basis for that is Decree No. 92 of 12.03.2020, whose benefits were extended to 31 December 2028 by Decree No. 428 of 11.12.2025. A car older than five years gets no exemption and pays both.
A rough count on a $10,000 lot for a car older than five years: duty $1,500, then 20% VAT on $11,500, which is $2,300. That adds $3,800 to the lot price, about 38%. The same figure, "roughly 38% on the invoice", was already being quoted in the chat at the start of September. For a car under five years old only the $1,500 remains.
A live case from the middle of September 2026. A 2020 Model 3, lot price $7,050. Customs demanded an independent valuation, which cost 450 BYN; the appraiser came back with $6,700, but customs took its own figure from its own site and asked for another 11.65 BYN. The owner, who has the large family benefit, was billed 4,200 BYN, which is 17.5% of the value of the car.
Five years and three years: two different thresholds
Almost every discussion mixes them up. The five year threshold counts from the build date and settles the VAT question. The three year one belongs to the recycling fee.
Council of Ministers Resolution No. 195 of 23.04.2026 has been in force since 29 April 2026. A category M1 passenger electric car (hybrids are not included) that an individual imports for personal use costs 624.92 BYN at an age up to three years inclusive and 1,282.02 BYN if the car is older. Outside the preferential line the same positions cost 1,229.28 and 2,950.38 BYN.
Costs people forget to budget for
- An independent valuation, if customs demands one: 450 BYN per the September case.
- Confirmation of category M1 when paying the recycling fee. A new calculation procedure has been running since 27 August 2026 (Customs Committee Resolution No. 16 of 31.07.2026). Customs says the registration document data is normally enough, and papers in Chinese or Korean have to be translated. The chat meanwhile describes a certificate through the Belarusian Chamber of Commerce with photos and video of the car for 300 BYN, while an EPTS was issued from documents and photos for 70 BYN. The official explanation and the practice diverge on this point, so check at your own customs post.
- Storage at the temporary storage warehouse while the car waits for a decision: 13 BYN a day for the first five days, then 23 BYN. One member worked out storage to the end of the year and got 4,342 BYN.
Wait for a new quota or clear customs now
The BETA electric transport development association asked the EAEU for an additional 5,000-7,000 cars for the rest of the year. The request went to the EEC Council in the first ten days of August, but at that meeting a different decision was taken. The next meeting is set for 2 October 2026 in Minsk; on 13 September the head of the association, Sergey Khudoeshko, called a positive outcome realistic and pointed to Kyrgyzstan and Armenia, which had their quotas increased.
The arithmetic of waiting is better done yourself. A month at the storage warehouse at 23 BYN a day is about 700 BYN, and the duty on a $10,000 lot is about $1,500. The first month of waiting pays for itself, the third one already does not. Quotas for the coming year are usually approved by a Council of Ministers decision in December or January: this year the extension was signed on 26 January.
Three years of restrictions after a duty free import
A car imported with the exemption cannot be transferred to anyone with citizenship or permanent residence in Russia for three years from the import date, and "transfer of rights" is read broadly here: sale, gift, lease. Under the EAEU tariff benefit you may transfer it exclusively to citizens of Armenia, Belarus, Kazakhstan and Kyrgyzstan. If the restriction is broken, the duties fall due on the declarant, and customs can collect the debt through the courts.
Asked about a sale to a Russian citizen holding a Belarusian residence permit, the chat answered with a reference to an official customs reply: only after three years, or after the duties are paid in full. Chat members consider legalizing a Belarusian electric car in Russia itself impossible without re-export with the recycling fee and duty paid.
What this changes when you buy
The duty has to go into the budget before you place a bid at the auction. Once the car has arrived in Poti or Klaipeda there is nobody left to haggle with. Useful to keep at hand: the used Tesla buying checklist, what to take by model year and the breakdown of Copart auction cars. For American S and X the question of connectivity certificates comes on top of customs: gauge the risk with the calculator, and restore them remotely through @Adessit16.
On routing, the chat repeats consistently that Lithuania lets through cars no younger than five years, and anything fresher goes via Georgia. In the summer of 2026 delivery from Poti started being repriced upwards because of the fuel problems in Russia. We found no regulatory confirmation of this rule, so check the route with your carrier for the specific VIN and date.
